What the CRT Regulation Means for Businesses
A new registration requirement is reshaping how companies in Mexico manage mobile communication.
Starting January 9, 2026, every mobile phone line in Mexico must be registered to an identified user. This applies to both personal and business lines.
The registration deadlines will be phased in through December 2026. If a line is not registered by the deadline, it will be blocked (with the exception of emergency calls).
For businesses, this creates a significant administrative burden. Every company-issued mobile phone must be registered individually and linked to the personal information of the employee using it.
Further details on the deadlines and the registration process are available on the official website of the CRT (Comisión Reguladora de Telecomunicaciones).
Threema Work: Communication Without SIM Card
A communication solution that isn't tied to a phone number in the first place.
Employees communicate using a Threema ID instead of a phone number. No SIM card or email address required.
Because no phone number is required, employee contact details remain separate from your company’s messaging system.
Threema Work is ready to use immediately and remains unaffected by SIM registration requirements such as those introduced by the CRT.
Centralized management, flexible deployment: you decide whether Threema Work is integrated into your MDM system or operated entirely on-premises.

“We chose Threema Work after testing and analyzing other messaging options focused on public safety. It offered the shortest deployment time and the highest level of security, which is why we preferred it to the other options.”

The CRT (Comisión Reguladora de Telecomunicaciones) has introduced a mandatory registration requirement for mobile phone lines in Mexico. Starting January 9, 2026, every line – whether personal or business – must be registered to an identified user. This affects individuals and businesses who use a mobile phone with a SIM card in Mexico.
Threema Work is designed to meet industry-standard compliance guidelines for secure corporate communication. The CRT registration requirement applies to mobile phone lines rather than messaging services. Since Threema Work does not require a SIM card or phone number, it is not subject to this registration requirement.
